Police issued a warrant for 70-year-old Crystal man James Frank. Frank was originally arrested after admitting to driving while drinking, crossing the centerline on Blanchard Road near Crawford Road, and killing 46-year-old Duane Ryckman of Winn. He was initially freed, however, pending blood tests. The driving while drunk and causing death charges Frank faces could land him in prison for 15 years.
