Police say arrests and citations in Mt. Pleasant decreased for the second Central Michigan University Homecoming. The Mt. Pleasant Police Department issued 32 citations and arrested eight people between 7 a.m. Friday and 7 a.m. Sunday. The rainy weather had a big part, they say.
