The state of Michigan has declared a winner in its contest to find new ideas for preventing Asian Carp from invading the Great Lakes. The winner of the “Carp Tank” competition is a Boston software consultant who proposed generating a wall of bubbles on an Illinois river to repel the unwanted cop.
