Gov. Gretchen Whitmer has tapped Isabella County judge Sara Spencer-Noggle the judiciary’s representative to the Mental Health Diversion Council. The Council was created in to help craft policy proposals intended to steer people with mental illness away from the criminal justice system and towards more appropriate forms of treatment.
