The cities of Alma and St Louis plan to explore the possibility of merging in some capacity. Alma city manager Phil Moore says the discussions stemmed from financial difficulties and dwindling revenue. Since 1996, Alma’s revenue only grew 4.5 percent. A potential merger could take years.
